Student stabbed following Halloween festivities

A student was stabbed after refusing to let a group of men into a fraternity’s Halloween party.

Stephen James Howard, who is not a UNC student, was arrested for the assault, Chapel Hill Police Lt. Drew Smith said.

Junior Taylor Inscoe was treated at UNC Hospitals and released at about 7 a.m., said Neil Delap, president of Pi Kappa Alpha fraternity, of which Inscoe is a member.

The incident occurred at about 1:30 a.m. Sunday, after police had cleared Halloween crowds from Franklin Street.

Inscoe was monitoring PKA’s door for security. Fraternities were only letting in people they knew, Delap said.

After Inscoe refused to let in four men who showed military ID, the men climbed over the security fence, Delap said. One of them stabbed Inscoe in the thigh and then ran away, Delap said and Chapel Hill Police Lt. Chuck Quinlan confirmed.

Inscoe took a few steps out into the parking lot, where people saw he needed medical treatment, Delap said. Two fraternity brothers who were Eagle Scouts kept pressure on his wound and another called police and an ambulance, Delap said.

“Had they not stopped the bleeding so quickly, things could have gone differently,” Delap said.

Three fraternity brothers gave statements to police and to the University through Jenny Levering, assistant dean of students for fraternity and sorority life.

“We plan for a lot of things, and a stabbing is not one of them,” Delap said. “It is a problem when police push 50,000 people off Franklin Street and the first line of defense is the fraternity houses.”

Later that night, a man wandered to the men’s crew house on Merritt Mill Road, said team member Mark Rothrock.

After more than an hour talking to members of the team, including Rothrock, the man began talking about how he stabbed a fraternity member, Rothrock said.

“He said he was trying to get some of his friends into a party at a frat house, and the guy wouldn’t let him into the party, so he stabbed him,” Rothrock said.

The man wandered into a bedroom and slept, Rothrock said.

When a girl at the crew house notified Rothrock and others of the PKA incident, they called police.

Other information about the man who was arrested was not accessible because an investigator has taken on the case, Smith said.

Interfraternity Council president Charlie Winn said Delap’s fraternity abided by all precautions outlined in a Halloween plan and that heightening security measures will be discussed in coming weeks.

“Unfortunately, there is little that he or any of the presidents can do about a drunken individual with a knife,” Winn said.

Where is the "mug shot"? Ya'll print the mug shots of every fraternity or sorority member that steps out of line but don't feel it is necessary to print this guys picture?

If I'm not mistaken, this idiot could also be charged with trespassing and disorderly conduct. Go for it. I fully support the DA making an example out of him to discourage this kind of behavior at future Halloween celebrations.

eh, kind of unfair

Don't get me wrong, I think the CH police has plenty of problems (specifically their ALERT team), but there's really nothing that can be done about this. There's no way to know if some dude has a knife and plans on stabbing somebody if he can't get into a party. I do wonder, however, what would happen if they didn't close Franklin down. I mean, most people are losing their buzz while on the street and would eventually leave to go to a party anyway. If the bars still closed at 1, I think the crowd would disperse on its own

It's a good thing the police were making sure to confiscate dangerous things from students walking on to Franklin Street. I had an empty box confiscated, and I saw another guy's plastic devil trident taken away. Had it not been for police vigilance we surely would have all been at risk. Good to see the police have their priorities right in keeping students safe.

There are plenty of reasons to criticize the Chapel Hill police department. Failing to prevent this assault is not one of them.

Way to go CH police. There were 50,000 people in a controlled environment, and you thought it was a good idea to break up the crowd at midnight. I thought you were trying to limit underage drinking, and keep UNC students safe. By having this policy you are encouraging people to go to parties after they leave Franklin st. Hello its FUCKING midnight on Halloween! Its too bad someone had to get hurt over your thoughtlessness.

i don't think you can blame the stabbing on this policy (as was said before, getting stabbed over entrance to a party isn't something you can really predict or prepare for) . . but i agree that it is fairly short-sighted to expect 50,000 excited and/or drunk people to peacefully disperse at midnight.

I'm pretty sure if this guy

I'm pretty sure if this guy is the kind of person who is going to stab someone over telling him 'no', the stabbing is just as likely to have happened on Franklin Street as it was off-campus.

You can't point to a crime that occurred and say that their plans are horribly short-sighted and flawed. They are trying to keep students safe, and from what I've read, I believe arrests and incidents are down. Perhaps there is room for improvement, but I wouldn't call the entire plan a doomed endeavor yet.

Bottom line is they are working on keeping UNC students safe.

If you want to really play devil's advocate, I'll posit that if Halloween were a UNC-only event, the stabber, a non-UNC student, wouldn't have been there to go stabby in the first place. (Isn't it fun making outlandish claims to back our beliefs?)
